Under the direction of the Department Leadership, the Data Engineer III is responsible for the design, planning, and development of IEHP data solutions. This role will lead the design and development of data transformation and will be involved in data architecture. The Data Engineer III is expected to lead by example and follow coding standards throughout all aspects of solution development to produce efficient and high-quality solutions, while collaborating inter-departmentally to meet member needs and build strong peer relationships.
Key Responsibilities:
- Design, develop, and implement reliable data solutions based on business requirements.
- Maintain process design artifacts such as data flow diagrams and technical design documents.
- Analyze trends in data sets and develop algorithms to enhance data utility.
- Create and maintain optimal data pipeline architecture that meets security standards.
- Identify, design, and implement process improvements, including automating manual processes and optimizing data delivery.
- Develop best practices for database design and development activities.
- Ensure compliance with company performance requirements and conduct code reviews.
- Mentor level I and II engineers and serve as a subject matter expert on key projects.
- Analyze data issues and recommend improvements to existing processes.
- Program and modify code in languages like Java, JSON, Python, and Spark for Data Warehouse solutions.
- Design and deploy enterprise-scale cloud infrastructure solutions.
- Research and recommend technical approaches for complex integration challenges.
- Collaborate with Data Engineering teams to implement industry-leading Azure solutions.
- Communicate regularly with management and colleagues.

Education & Experience:
- Minimum of eight (8) years of experience in Azure Data Lake, Data Factory, SQL Data Warehouse, Azure Synapse, and Cosmos DB.
- Experience in software development methodologies and relational databases.
- A minimum of five (5) years of hands-on experience in cloud orchestration, automation tools, and CI/CD pipeline creation.
- Bachelor’s degree in a quantitative discipline such as Computer Science, Statistics, Mathematics, or Engineering.
Key Qualifications: Strong knowledge and understanding in:
- DevOps, Python/Java/JSON (HL7/FHIR is a plus).
- Applicable data privacy practices and common SDLC models (Waterfall, Agile).
- Non-relational database designs (e.g., MongoDB) and relational databases (e.g., MS SQL Server).
- Fluency in at least one programming language such as Python.
- Message queuing, stream processing, and scalable data stores.
